New Order Conference Plan Confirmed CYNICAL PROGRAMME FOR PUPPETS (British Official Wireless.) (Received November 23, 7 p.m.) RUGBY, November 22. A statement which was made in Washington today by Mr. Stephen Early, the White House secretary, concerning the German plans for the holding of a “new order” conference has been received with interest in London, where a number of similar reports concerning the holding of such a conference have been received during the past few weeks. Mr. Early stated that Mr. Roosevelt had confirmation of the reports that Germany plans to call a conference of European nations late in 1941 or early in 1942 for the purpose of binding'them to the new order.
Diplomatic advice from Germany indicated that the meeting was being arranged on account of the Nazi losses and depletion of reserves and materials. Mr. Early observed: “The idea is to dress up some high-sounding formula of economic reconstruction and restoration of independence for European nations, carefully providing for leaving the door open for a German violation later on and German control of all these Governments in practice. That is what would be essentially required of the puppet States throughout Europe, with Germany always holding the strings.” Feelers for the conference were being sent to all the Axis Powers and also to some of the belligerents and some of the neutrals, but England would be excluded.
