Seizure Described As Unfriendly Act (Received October 17, 5.30 p.m.) WASHINGTON, October 16. “To hell with the good neighbour policy,” said the Peruvian Air Attache, Senor Armando Revoredo, commenting on the action of the United States in seizing at New York I'S Douglas bombers purchased by Peru from the refugee Norwegian and Netherlands Governments.
