UNDERGROUND SLUMS
Tendency In Some British Shelters Stated LONDON, March 4. Lord Horder told the Royal Empire Society that some public shelters are in danger of becoming underground slums. There were public shelters in the provinces, he said, where children remained all round the clock. Some children had not left the shelters for a month. He had seen a large underground slum in a provincial town about which the regional commissioner was so anxious that he was seriously considering advising the Ministry to compulsorily remove the children.
