Transport (Received March 4, 8.30 p.m.) LONDON, March 4. The Cairo representative of the “Daily Express” says Germany in an effort to break the oil blockade is chartering or taking over a fleet of Bulgarian, Rumanian and Russian tankers to transport Russian oil across the Black Sea. \ Traffic has recommenced .on the Danube after one of the shortest winters on record. The Germans have a 200,000-ton fleet of tankers on the Danube to carry oil to Germany.
