Responsible military circles in Ber lin which hitherto have been reluctant to comment on America’s aid to Britain now express the opinion that help will begin to become effective by August, and is certain to have an effect by the end Of the year, and that therefore, from a military viewpoint, military or diplomatic counter-action is necessary as soon as possible.
