SHIPS DIVERTED FROM ROUTES
Instruction From Dutch East Indies (Received February .1.4, 2.5 a.m.) MANILA, February 13. The Dutch vessel Tjitjalengka, which was en route to Hong Kong, returned to Manila coincident, with reports on the waterfront that Batavia has ordered all Dutch shipping to shelter in the neutral harbours and has cancelled all Dutch East Indies shipping schedules. The Dutch consul here said he had ordered the Tjitjalengka to return on instructions from Batavia and he had also ordered the Tjibesar, en route from Japan to the East Indies, to put in at .Manila. However, he had no knowledge of why he had been so instructed ami he deprecated the possibility of a serious situation.
