REASON FOR BRITISH ACTION
(British official Wireless.) RUGBY, February 10. In connexion with the decision reported today to withdraw the British Minister from Bucharest, it will lie recalled that some months ago German troops began Io arrive in Rumania in small numbers. Al this time tile hem of Hie Rumanian Government informed the British Minister Unit these troops had come to instruct the Rinminmn army in modern methods of wartnre. Some instruction Ims no doubt been imparled, but tile essential . development is Hint the German High Command is building up in Rumania all Hie elements of an expeditionary force and has concentrated at various strategical points large quantities of munitions and oil fuel. Rumanian territory is thus being used as a military base in furtherance of the German plans for prosecuting the war. These measures are being taken without a word of dissent from the Rumanian Government. In these circumstances the post of the British Legation has become impossible.
