Negotiations In Paris LAVAL’S HOPES Petain Remains Unwilling (By Telegraph. — Press As^n.—Copyright ) (Received February 5, 9.30 p.m.) LONDON, February 4. The French Minister of the Navy. Admiral Darlan, on his return to Vichy today after the discussions in Paris, immediately saw Marshal Petain. The Foreign Minister, M.
