REPORTED REJECTION OF ALLIANCE (By Telegraph—Press Assn. —Copyright.) LONDON, December 29. The Vichy radio today reported that the Vichy Government had reached certain.decisions on the subject of a report brought back from Paris by Admiral Darlan, the Minister of Marine. A German source says that Admiral Darlan conferred in Paris with “a very high personality.'' There is no indication from any source of the nature of Admiral Darlan's report, but one message says that M. Laval has admitted that the Germans recently suggested an alliance against Great Britain and that Marshal Petain refused. Later. Marshal Petain broadcast a message to the youth of France, in which lie said: "We are suffering from Hie mistakes of others,” and appealed to them to accept that situation instead of revolting against it. "During this time of trial,” said Marshal Petain, "you must prepare for better tomorrows. It is winter now, but spring will come. Today France is despoiled, but she will rise again. You will see the springtime of* France's resurrection.”
