Financing Armament Programme PRESIDENT’S DRAFT (By Telegraph.—l‘resci Assn. —Copyright.) (Received December 29, 7.5 p.m.) WASHINGTON, December 28. It is authoritatively stated that President Roosevelt has drafted a 17,000,000,000-dollar Budget for the coming fiscal year, including a 10,000,000,000-rloliar armament programme. President Roosevelt will appear personally to give a message to the joint session of Congress on January 6, and the Budget will be submitted on January 7.
