Necessity For Increasing Strength WASHINGTON, January 30. The Secretary for tlie Navy. Mr. C. Edison, told tlie Naval Affairs Committee that tlie proposed ,1.300.000,000 dollars’ expansion programme was necessary for a fair degree of national security. “If we are not strong.” lie said, "our interests, liberties and wealth will be the targets for nations with no regard for treaties or national integrity. “Theoretically. English and French sea "ower must lie reckoned with. The United States Navy must be based on ability to stand alone. “Tlie 1.300.000,000 dollars' programme will serve a forceful notice to possible aggressors that tlie United States will’ protect itself powerfully and effectively. We must visualize a coalition of aggressors. Viewed from that uncle, the fleet is too small. Even wben .-iiigniented by all tbe ships build ing. ordered, and authorized, it will still be inferior to the navies of potential enemies."
