In view of Social Security legislation should not the whole community bear the direct charge for hospital expenditure rather than a limited number of ratepayers an undue share of it? No member wishes Io keep the development of the city back, but either the incidence of taxation must be changed or the scale of expenditure by public bodies must be restricted to a sum the people can reasonably afford from year to year.
