RUSSIA MAY BUILD BIG FLEET

MOSCOW, January 13.
The possibility of Russia constructing a high seas fleet is suggested by the creation of a special Ministry of Shipbuilding under a new plan whereby the Commissariat for Defence and Indus-' tries, established last year, is being split up into four Minlsteries dealing with aeroplane construction, shipbuilding and file manufacture of weapons and munitions. It is stated that the original Commissariat proved unwieldy.
