President Roosevelt, in a message read by the Secretary of State, -Mr. Cordell Hull, and broadcast to Latin America, declared that there was need for a joint effort in constructing a new and better world order.
Mr. Hull said the United States reciprocal trade treaty programme was the country’s contribution to the need for work) economic co-operation. “In the world to-day there is not a more potent force for economic wellbeing and social stability than the -expanding of international trade functioning on a basis of mutual advantage, fair dealing and non-discrimina-tory treatment,” he said.
