The charge for the hire of a vehicle required to travel beyond a point 10 miles distant by road from the General Post Office is to be such charge as is agreed upon between the' owner or driver of the vehicle and the hirer. It is declared to be an offence for the owner or driver of any licensed passenger vehicle to demand or accept a greater or less fare than that shown on the taxi-meter at the termination of the hiring increased by all extra charges allowable.
