Expropriation Of Oil Properties Washington, March 21. The Secretary ofl State, Mr. Cordell Hull, announced that the United States is seriously concerned at the expropriation of American oil companies' property in Mexico. Dispatches from Mexico state that a Federal decree suspending dealings in gold and foreign exchange was issued simultaneously with the expropriation order and has seriously interrupted all commercial business Hoarding of food has started and prices are skyrocketing.
