“OPEN DOOR” POLICY
Basis Of United States Protest JAPAN’S INTERFERENCE (Received December 16, 12.45 a.m.) New York, December 15. The best-informed circles, says the United Press Washington correspondent, assert that the protests to Japan by President Roosevelt and Mr. Cordell Hull are based not only on the Panay bombing but also on the prin-' ciple of the “open door” policy in China and illegality of Japanese interference with American life and rights of property there. In support of this attitude officials pointed to the final clause in Mr. Hull’s protest demanding for American nationals, interests and property in China, immunity from Japanese attack and Japanese interference whatsoever. Only on this basis would the United States Government consider the incident closed.
