Heavy Bombardment Begun SANCTIONS DEMANDED Government Move Against Italy and Germany By Telegraph.—Press Assn. —Copyright. (Received August 3, 7.55 p.m.) Madrid, August 3. The insurgent batteries round Madrid began an extremely heavy bombardment of the capital at 12.30 a.m.. over 60 shells falling in the centre of the city in 15 minutes. The telephone building was hit twice. People fled to cellars and other refuges. A Valencia message says the Government intends to demand sanctions by the League against Italy and Germany. The Premier, Senor Negyin, is jtersonally leading a delegation to Geneva. NON-INTERVENTION French Reply to British Proposals Paris, August 2. The French reply to the British nonintervention proposals agrees to resumption of control on the FrancoSpanish frontier directly similar control of the Portuguese border is certain. Belligerent rights should be granted to both sides when there has been a substantial withdrawal of volunteers, but measures must be taken to prevent useless extension of war operations at sea. The reply adds that steps must also be taken to prevent evasion of the Nonintervention Agreement. CANADA BANS AID. FOR SPAIN Ottawa, August 2. An Order-in-Council banning enlistment and recruiting and the raising of funds foT Spain has been declared effective. No munition shipments are to be sent anywhere without a permit.
