Most of Germans Arrested 1 in Russia CHARGES OF ESPIONAGE By Telegraph—l'rcss Assn.— Copyright (Received November 18, 7.20 p.m.) Moscow, November 17. The German Ambassador visited the Commissar for Foreign Affairs. M. Litvinoff. to make further representations regarding the Germans arrested on charges of espionage. M. Litvinoff told the Ambassador that the majority of those arrested had already confessed. The Russian Government had rejected the German Embassy's protest against the arrests of Germans suspected of espiouage. which Germany alleged 1in Leningrad and nine in Moscow. Two provinces of the Soviet Union admitted that they had 14 Germans in custody. ARMAMENT COMPANIES’ SHARES HARDEN Tokio, November 17. Munitions and armament shares are rising owing to the Russo-German tension due to the espionage arrests.
