The Language of Diplomacy

Sir,—Calvin Coolidge's “1 do not choose to run” is well known to your readers, but perhaps the following is not so familiar in spite of the reeent interest in Mary Queen of Scots. It is Elizabeth's reply to Parliament's humble petition that she behead the Queen, then a prisoner at Fotheringay Castle. Reference is D'Ewes Journals, p, 402 : —“lf I should say unto vou that 1 mean not to grant your petition. by my faith 1 should say unto you more than perhaps I mean. And if I should sav unto you I mean to grant your petition. I should then tell you more than is lit for you to know. And thus I must deliver you an answer answerless.” —I am. etc., F.J.F. Wellington. November 11.
