Non-Intervention Committee WARFARE IN SPAIN Sub-committee Set Up To Assist Chairman (British Official Wireless.) Rugby, September 14. The second meeting of the International Committee for the application of the agreement regarding non-inter-vention in Spain was held in the Locarno room at the Foreign Office this afternoon. The meeting was attended by representatives of 26 countries. The committee had under consideration certain questions relating to the scope of the agreement, and the delegates undertook, where necessary, to obtain the instructions of their Governments at the earliest possible moment in regard to the questions submitted. The committee reaffirmed the resolution adopted at its first meeting that the proceedings at its meetings should be treated as strictly confidential, subject to the issue of a communique to be agreed upon at the conclusion of each meeting.

After a general exchange of views it was agreed to appoint an informal subcommittee to assist the chairman in the day-to-day work of the committee, and that this sub-committee should be composed of representatives of Belgium, the United Kingdom, Czechoslovakia, France, Germany, Italy, Sweden and Russia. The first meeting of this sub-committee will be held at the Foreign Office to-morrow afternoon. The committee took note with satisfaction that the majority of the representatives have already furnished to the secretariat copies of legislative and administrative measures adopted in accordance with their agreement for non-intervention. It was arranged that the documents so submitted! should be collated as soon as possible for the consideration of the committee. BRITONS CHARGED Gibraltar Disturbances REFUGEES PROTEST Gibraltar, September 14. Fourteen British subjects were remanded on charges arising out of Sunday’s disturbances. Meanwhile homeless refugees assembled at Government House in order to protest. The police dispensed them after a flee brigade had demonstrated with hoses. The Governor advised the refugees to return to their undamaged homes at La Linea, where conditions are quiet, promising protection in the event of further warfare. 1 A Gibraltar cable published .yesterday stated that the authorities’ sudden decision to close a refugee camp accommodating 800 British men, women and children, led to a disorderly demonstration following a quiet procession which included women banner-bearers demanding the rights of British subjects. Police shepherded the procession to the police station as it moved toward Government House, and arrested several persons. The remainder volunteered to accompany them to jail. The police then made a baton charge, injured several and dispersed the remainder, but subsequently groups excitedly pa radix! the streets. Police were guarding Government House. Speakers during the week-end included the leader of the Labour Party, Mr. C. R. Attlee, who, at a public meeting in Cornwall, said he believed that the decision taken by the Trades Union Congress with regard to Spain was absolutely right. It required a great deal of courage to take that decision. He was convinced that non-interven tiou was the best that could be done in the circumstances, provided it- could be made effective, and his party would exercise the utmost vigilance to see that it was made effective.
