Officer at New Zealand House London, July 23. Mr. A. R. F. Mackay, finance officer at New Zealand House, has been awarded a doctorate of philosophy for a thesis on New Zealand public finance. Mr. Athol R. F. Mackay left New Zealand to take up his present appointment at the end of 1932. He commenced lii« career in the Civil Service in tbc Wellington office of the Public Trust, from which ho was transferred successively to the Mines Department, the Department of Health and the Treasury, in which he rose to tlie position of inspector. lie is a master of commerce.
