'VOTICE- is hereby given that at a Special Meeting of the Hutt County Council, held on 27th May, 1936, the following resolution was passed and will be submitted for confirmation as a Special Order at a Special Meeting of the Council to be held at the Council Chambers, Bowen House, Bowen Street, Wellington, at 5 p.m,, ou 24th July, 1936. RESOLUTION: “That in pursuance and exercise of the powers conferred upon it bv ‘The Counties Act, 1920,’ . ‘The Health Act, 1920,’ ‘The Public Works Act, 1928,’ ‘The Motor Vehicles Act, 1924,’ ‘The Harbours Act, 1923,’ ‘The Cemeteries Act, 1908,’ ‘The Public Reserves Domains and National Parks Act, 1928,’ and the several Acts amending the same respectively, aud of every other power in this respect enabling it to do so, the Council of the County of Hutt doth hereby make aud ordain the . By-laws hereinafter set out, such By-laws to be in force throughout the said County.” The objects and purports of the proposed Hutt County By-laws, 1936, are:— (1) Repeal of all By-laws heretofore made by the Council of the County of Hutt. (2) Conduct of business and control of officers. (3) Provides against straying animals. (4) Regulating the use of bullock teams and traction, (5) Regulating the driving of stock across bridges and limiting the weight of load; providing for immediate notice to Council of damage to any road or bridge. (6) Regulating the width of tyres on vehicles drawm by animals. (7) Providing for the licensing of certain vehicles plying for hire. (8) Regulating the lighting of bicycles and horse-drawn vehicles. (9) Providing for prevention of fires and provision of fire escapes. (10) Providing for the licensing of hawkers and pedlars. (11) Providing for the licensing of buildings used for public meetings and regulating the use thereof. (12) Providing for the licensing of and regulating the control of public billiard rooms. (13) Regulating conduct in public parks and reserves. (14) Providing for the conduct of persons using public roads and footpaths. (15) Regulating the construction or reconstruction of buildings and prescribing the minimum area, and frontage for dwelling-house sites. Building permits are to be obtained for the construction of and alteration or repairs to buildings. (16) Regulating the structure and cleansing of privies. (17) Regulations as to Drainage and Plumbing. (IS) Regulations in regard to the keeping of animals and poultry and the disposal of dead animals. (19) Providing for the registration, construction aud control of lodging and eating houses. (20) Providing for the prevention of contamination of food during manufacture and sale. Premises to be licensed for manufacture and/or sale of food. (21) Providing for the licensing and control of Offensive Trades and cattle sale-yards. (22) Regulating the treatment and sale of second-hand clothing and bedding. (23) Providing for the proper cleaning, sanitation and water supply of all classes of buildings and dealing with nuisances on premises. (24) Providing rules and regulations for the supply and use of water from County "Waterworks at Paekakariki and faraparaumu; regulating the use of a hose or sprinkler ; prescribing the fittings and appliances to be used; defining the “Ordinary” and “Extraordinary” supply of water; fixing the charges for water; providing for the inspection of appliances. The “Extraordinary” supply of water shall be registered through a meter. (25) Providing rules and regulations for the supply and use of water from the Council’s main in the Epuni Riding on similar provisions to those contained in previous Clause No. 24. AU water for “Ordinary” and “Extraordinary” Supplies to be registered through a meter. (26) Prohibiting parking of motor vehicles on certain County roads in Day’s Bay, Lowry Bay, York Bay. Plimnierton anti Paekakariki within the hours of 10 a.m. and 6 p.m. on any Sunday or public holiday. (27) Providing that no person shall drive any motor vehicle on any Sunday or public holiday in a northerly direction on Tui Road or up that portion of Monna Road or down that portion of Kereru Road lying between Tui Road and the Main Road at Day’s Bay. (28) Regulating traffic on and general control of the Paekakariki, Paraparaumu, Plimnierton, Pukerua Bay and Paremata Beaches; regulations in regard to bathing; firearms prohibited: aeroplanes not to land on a beach except in cases of emergency; vehicles and animals prohibited on beaches. (29) Regulating the use and management of Cemeteries and fixing fees and charges. (30) Pro . vklinsr for the control and of hoardings. Existing hoardings are exempted for the period of five years. (31) Providing for the licensing and control of Motor Camps and Camping Grounds. A copy of the nroposed By-lnws is deposited nt the Hutt Comity Council Offices. Bowen House. Bowen Street.
