Comment on Rugby Rule Dominion Special Service. Dunedin, April 29. At the weekly meeting of the management committee of the Otago Rugby Union Mr. 11. Harris stated that had the English Rugby Union known that there was a diversity of opinion in New Zealand regarding the reintroduction of tlie non-kick-into-touch rule it was doubtful if the English union would have given the New Zealand Union a dispensation to play it if it desired to do so.
