The “Sun-Herald” news agency says that France has virtually intimated that she will withdraw from the Naval Conference if Britain insists on an invitation to Germany. France does not object to Russia attending the conference, and would in principle like the Germans to come, but French delegates state that Germany’s attendance, in view of the Anglo-German naval agreement, would be tantamount to a breach of the Versailles Treaty, which no French Government would condone. The British are now endeavouring to devise a formula enabling Germany’s attendance without embarrassing France.
