Huey P. Long Prevents Bill Passing

As Congress was on the verge of adjourning to-night Mr. Huey ’P. Long arose in the Senate and commenced stonewalling in an effort to prevent the adjournment. Previously all obstacles had been overcome, including the interHouse conflict over two amendments increasing Government grants to cotton and wheat growers. The legislators killed tlie amendments after President Roosevelt had interceded to have the Agricultural Administration announce a more liberal loan policy. Senator Long, irate over the rejection of tlie amendments, declared that he would stonewall until midnight, after which the Senate would have to go into reeess until to-morrqw. Shouting and waving his arms in characteristicfashion. Senator Long castigated the Administration and declared that he would never surrender the floor.

A later message states that Congress adjourned at midnight with the filibuster by Senator Long preventing the passage of the 100,900,000 dollars Third Deficiency Bill. Thus money is not provided for many major New Deal projects. A tumultuous day of conferences and compromises which manoeuvred the Administration into rewriting the cotton loan plans as the price for mollifying southern senators and tlie winning of 76,000,000 dollars cash for the social security programme was nullified by Senator Long’s 5J hours’ talk. The Deficiency Bill made provision for money for the neutrality arms embargo. Differing opinions are held as to whether President Roosevelt can provide money from some other source, such as the work relief funds or by executive orders.
