Aim of New Legislation The Cinematograph Films Amendment Bill was read a second time in the House of Representatives yesterday. In moving the second reading the Minister of Internal Affairs, Hon. J. A. Young, said it had been stated that the Bill was ' aimed against British films, but that was not so. It aimed to secure the exhibition of a higher class of British films, and gave the right to reject rubbishy films sent out to satisfy quota rights. Exhibitors did not want that class of film. The Bill was in no sense injurious to British interests. 5 GRADING OF SCHOOLS Petition to Parliament A request to the Minister of Education to reduce by 30 per cent, the numbers, determining the grades and subgrades of primary schools, in order to obviate the down-grading of schools, is contained in a petition presented to Parliament yesterday by Sir. H. Atmore (Ind., Nelson). The petition, signed by Mr. A. Smith, deputy-chairman of the Nelson Central School, and 23 other residents, claims that the down-grading of schools necessitates transfers, dismissals, and changes of teachers, and that the children suffer through this constant fluctuation. Moreover, it is argued that the insecurity of tenure must naturally be most disturbing to teachers and adversely affect their work, A further reduction in salary through no fault of their own, after the imposition of two general salary reductions, is stated to be inequitable. The petition also protests against “the inadequate capitation allowance paid to school committees.” and states that a further reduction will increase difficulties already existing.
