FULL RESTORATION
Roosevelt’s Policy on Wage Cuts RECOMMEDATION TO BE MADE Washington, October 31. It was announced to-day that full restoration of United States Government pay cuts, to become effective as from July 1, 1935, will be recommended by President Roosevelt. MR. In an executive order consolidating the Executive Council wdth the National Emergency Council, President Roosevelt to-day made Mr. Donald R. Richberg, the new controller of the N.R.A. administration, virtually his first assistant as Minister without portfolio. , , The new organisation includes every Cabinet officer, and the executive head of the major permanent and relief agencies, with Mr. Richberg as executive director.
