Foreign Secretary, who is head of the British delegation to the League of Nations Assembly, which opened at Geneva to-day, is one of 23 Foreign Ministers of various countries taking part in the meeting. Dr. Benes, of Czechoslovakia, delivered the openlng'address, and later M. Rickard Sandler, Swedish Foreign Minister, was elected president by 49 votes to 3. The Canadian Prime Minister, Mr. R. B. Bennett, was elected President of the League Assembly’s Economic Commission. Owing to lack of progress in disarmament, M. Sandler proposed a postponement until the next assembly of tile convocation of the committee to harmonise the Kellogg Pact for outlawing war, and the League Covenant. This was approved. Dr. Benes opened the 15th Assembly of the League of Nations at Geneva this morning. In his presidential anti ress Dr. Benes referred to the decisive importance of the efforts to conclude a pact of mutual assistance for Eastern Europe. The German Charge d’Affaires, Prince Otto von Bismarck, called at the Foreign Office this afternoon and handed in a memorandum containing the observations of the German Government on the proposals for an Eastern Pact of mutual guarantee. It is understood that similar action has been taken by the German representatives in Paris, Rome, and Moscow. The German memorandum to Britain and other Interested Governments, fl Berlin cable states, contains Germany’s refusal to join the Eastern Locarno Pact, adding that Germany cannot enter Into such an International treaty while certain Powers refuse Germany equality of armaments. Germany, amid highly-armed States, must be especially cautious, and cannot assume an obligation which might involve her in all possible Eastern conflicts probably making Germany a battle ground.
