There is no painstaking care over heavy and slow traffic, using the centre of the highway and refusing to give way; likewise over motor-bicycles travelling at most excessive speeds at all times of the day and night; or vehicles parked any old time for any old period on favoured highwavs and byways of the city. _ In fact, to one who has travelled in other countries, otir traffic administration is a splash of humour —painstaking no doubt, but most wrongly applied.
