RED CROSS BALL To-night’s Arrangements Indications are apparent. that the Red Cross ball to be held at Lower i Hutt to-night will be well attended, and that entertainment during the evening will not be allowed to lag. I Ideas for an evening of amusement have been readily forthcoming, and the committee has arranged an attractive array of outstanding items. The programme includes a balanced selection of modern and old-time dancing, and the entertainment will be found to cater for the most discriminating taste. .'The hall will be gaily decked in ferns and palms, and the two orchestras will be partly concealed in a bower of greenery on the stage. Arrangements have been made for several sittings of supper, the first of which will be taken at 10.20 p.m. Several relays are assisting, and each sitting will be dealt with expeditiously. Patrons will have no difficulty in gaining access to the hall, as special motor parking arrangements have been made by the borough council within easy distance of the theatre. The dance begins at 8.30 p.m.and concludes at 2 a.m., when there will be. a special bus to Wellington. BRIDGE AFTERNOON Hutt Residential Nursery The Lower Hutt branch of the Residential Nursery held a very successful bridge afternoon in the Woburn Croquet Club recently. Prizes were won by Sirs. Hooson also had tables at her home. iv FANCY- DRESS PARTY Lower Hutt Girl Guides A very happy and successful fancy dress party took place at the Scout Hall, Lower Hutt, on Saturday afternoon. The social was held in aid of the - ' Ist Lower Hutt Girl Guide Company,'and Miss Campbell, captain, and Mrs. McKay, lieutenant, supervised the, afternoon’s programme. Games and dances were enthusiastically entered into by the children, and afternoon tea was provided by them. Among those present were Margaret Clark, Ngara McKay. SANITARY INSPECTOR Upper Hutt Appointment The Upper Hutt Borough Council hits appointed Mr. C. E. H. Yarnell, of Wellington, to the position of sanitary inspector. , Mr. Yarnell will be a fulltime officer, and will undertake building inspection as well as such other duties as the town clerk may require him to perform. Mr. Yarnell previously occupied a similar position in Hamilton. He is a married man and a returned soldier.

MOTION FOR DISCHARGE Discussion Over Finance Sub-committee UPPER HUTT COUNCIL Allegations that the borough had lost about £l5O through lack of attentiou to a loan conversion scheme by the council’s finance, sub-com-mittee were made by the Mayor of Upper Hutt, Mr. A. JT. McCurdy, at the borough council meeting when 'moving “That the finance sub-com-mittee be discharged.” After a lengthy discussion by the council, the ■ Mayor agreed to withdraw, the motion, only Cr. A. Howell dissenting. Cr. F. P. Keys then tendered hie resignation as a member of the subcommittee. - - Mr. McCurdy said, that the experiment with the. sub-committee had not been as successful as had been anticipated. Actually, the whole council was the finance committee. Three matters had been directed to the sub-committee, but no report had been forthcoming. He referred to the loan conversion, the by-laws, and the standing orders. If the letter from the- Government on a loan conversion scheme which was received a year ago had been attended to properly the borough would be saving about £l5O a year. Cr. W. Fortune, chairman of the sub- 1 committee, said that there were three other members of the committee besides himself—the Mayor, Cr. Keys, and Or. J. Purvis. The loan conversion had been put before the council by himself some little time ago, and the council had_.resolved that a financial firm should' report and submit a scheme. As a matter of fact, he himself had a scheme to submit to the council that night. The question of the by-laws and standing orders could not be dealt with in five minutes or in committee. He had had no word from any member of the committee'that he was doing anything to have,the matters brought up to date, but he hoped to put his views to the sub-committee in-the near future. Onus On AH Committee. Surely the onus was on each member of the committee to do something about it, continued Or. Fortune. The Mayor had just as much onus upon him as he himself to have the standing orders prepared for the council. If the Mayor were not satisfied with the work of the committee he could have spoken to him about it instead of endeavouring apparently to pass the work on to some other shoulders. He had attempted to throw the matter on to one person hi a most peculiar manner. Cr. Fortune said that the subcommittee had dealt with many matters in the past, and mentioned a number of instances. Cr.' W. Greig said that about -12 months ago a letter had been, received from the Treasury Department on loan conversion, and the sub-committee had been appointed to go into the matter. ' In reply to a question from Cr. Greig, the Mayor said that the borough had lost about £l5O through no scheme. “Actually, I intend to submit to the council a scheme which will show a saving of about £6OO a year,” said Cr. 'Fortune." . . Cr. Greig said he was not ■ aware that the loan conversion had been placed in the hands of Cr. Fortune. He was absent from the meeting when that was agreed upon. If the council - disbanded the sub-committee it was not going to get Cr. Fortune’s report, and it should get the gist of the scheme be-. fore any hasty action was taken. “Strong Comment Called For.” ' “It is a matter; which calls for very strong comment,” said Cr. G. S. Bates. “The Mayor should be one of the people to uphold the council’s committees instead of casting rfiflection on all members of a committee and its chairman. You. sir, are a member of the committee.” ■ It was to be regretted, went on Cr. Bates, that the matter had been brought up without any reasonable grounds. The Mayor’s reasons seemed to be that in his own opinion the sub-committee had more or less ceased to function. All the good work of the committee had been Covered up. It had done as much work as any other committee of the council. 1 Cr. F. P. Keys said the Mayor had stated that the council had suffered a direct loss of £l5O, but he had nothing authentic to say that that was an established fact. He had made, statements before which the council afterward found not to be the case. As a member of the committee, he felt that If the Mayor were not satisfied with the way in which it was functioning he ■should have said sb. He himself had been working on the standing orders. If there were any reflection to be cast a certain amount rested on the council. Motion Withdrawn. Cr.. Bates suggested that the fair thing to do would be to withdraw the motion. The Mayor said there had been no attempt to take any action with the standing orders until his motion appeared on the order paper, and then the Lower Hutt Borough Council bylaws were purchased and circulated. “That is quite unjustified and incorrect.” interjected Cr. Fortune. The Mayor said he was prepared to withdraw the motion. There had been a discussion which would spur the subcommittee on, and the council too. Cr. Greig said he was responsible to some extent for the by-laws, because ■he purchased some from the Lower Hutt Borough Council and gave them to several councillors. In rising to speak, Cr. Howell said he had seconded the motion over a personal matter.. "■'< ' ' Cr. Bates: The council is not concerned with a personal matter. It teannot be. concerned with a personal matter. ■ Cr. Howell: Do you want to put the gag on me ? The Mayor: That is the position. Cr. Howell. Cr. Howell: .Well, I do not feel like withdrawing the motion. After the council decided to withdraw £he.motion, Cr. Keys tendered his resignation from the sub-committee. Later in the evening, Cr. Fortune outlined a scheme of loan conversion to the council in committee.
