The New Constitution KEENEST SPECULATION Calcutta, March 15. Speculation is at fever heat regarding the contents of the historic White Pgper on the future of India, which is to be published simultaneously in England and India on Saturday. It is reliably stated that the following will be the main provisions of the Government of India Bill: — Inauguration of provincial autonomy without further Parliamentary sanction. Inauguration of federation with responsibility at the centre with Parliamentary sanction after the fulfilment of specified conditions,, such as the establishment and effective operation of a Federal Reserve Bank and the number of seats allocated. >
Safeguards include the Viceroy’s and Governor’s powers in matters affecting defence, external- affairs, ecclesiastical subjects, protection of minorities, prevention of grave menace to peace and tranquillity in India, protection of the rights of States, and prevention of commercial discrimination.
