There is a general feeling that the twilight of Hitlerism has arrived. The Nazis are expected to lose many seats at the elections next Sunday. It is believed that the plans of the Chancellor, Dr. von Papen, to reform the Constitution include the raising of the voting age from twenty to twentyfive years, disfranchising about 6,000,000 and depriving the extreme parties, the Hitlerites and Communists, of their mainstay, the young voter. A conference on the Prussian deadlock between President Hindenburg, Dr. von Papen, and Dr. Braun failed. Dr. von Papen insisted on supreme control in Prussia, including administrative reforms and changes in personnel. He would not tolerate encroachments on General Bracht’s functions. Dr. Braun insisted on the reinstatement of Cabinet and the limiting of General Bracht’s functions to maintaining law and order. Dr. von Papen, after the conference, issued a declaration of Prussian reforms, terminating the Ministry of Welfare and other departments whose functions the Reich is performing. This is expected to lead to another appeal to the courts.
