Fixed Rugby Formations OVER-SPECIALISATION International Board's View (By Telegraph.—• Press Assn.—Copyright.) London, September 4. The International Rugby Board in a 1000-word circular to players and referees “in order to retain the spirit and traditions of Rugby owing to the nonobservance of principles,’’ condemns over-specialisation in the scrummage leading to serious deterioration in forwards’ play. The fixed formation, it. says, lias caused many abuses. British forward play has deteriorated since the introduction of fixed formations, causing exasperating delays and creating much scheming in the scrummages. The circular criticises referees for failing to penalise scrummage Irregularities, and says that players must l>e ordered off for persistent offences.
