One fails to see in what way the intentions of the. Education Department to hold a senior free place examination for all pupils from secondary and technical high schools are any improvement upon the system of recommendation hitherto adopted,” remarked Mr. W. A. Armour, headmaster of Wellington College, in his report to the Board of Governors yesterday. “The examinations are to be conducted in the schools, and the papers corrected by members of the school staffs, all scripts to be signed by the examiners and forwarded to the department for scrutiny. One is puzzled to discover the value of this examination. There ean be no uniformity in the marking since hundreds will be engaged upon, it, and there can be no satisfactory system of scaling marks. Besides, attendance at school under present conditions can hardly be .withheld from those who do not reach a satisfactory standard.”
