New Motor By-law Passed MEDICAL MEN EXEMPT Original Scheme Modified BOUNDARIES EXTENDED A new by-law providing for one hour parking within extended boundaries was passed (by the City Council at last evening’s meeting. . Councillor H. A. Huggins, chairman of the By-laws Committee, said that members would see that the by-law had been considerably altered from what it was hen it was last before the council. . „ In answer to a question from Councillor W. A. Appleton, Councillor Huggins said that the Automobile Club was against any alterations of existing conditions. The by-law, which had been circulated, would have to be confirmed at a later meeting. Terms of By-law. The new by-law is as follows:— No person being the driver or rider of or being in charge of any vehicle, locomotive or animal, shall permit the same to remain stationary in 1 any street, private street, or public place, within the area defined in the first schedule hereto, for a longer period at any one time than sixty minutes between the hours of 8 o’clock in the morning and 6 o’clock in the afternoon. Notwithstanding .the provisiops of the last preceding sub-clause, no person being the driver or rider of or being in ■ charge of any vehicle, locomotive, or animal, shall permit the same to remain stationary at any time in any of the streets or parts of streets mentioned in thd second schedule hereto for a longer period than shall be reasonably necessary for the loading or unloading of goods or the taking up or setting down of passengers provided that this subclause shall apply to Dixon Street and Ghuznce Street only between the hours of 8 o’clock in the morning and 0 o’clock in the afternoon. . (3) The council may at any time and from time to time by resolution in that be-, half publicly notified alter, add to, vary, or reduce in any manner the list of streets, or parts, of streets set out in the second schedule hereto. . . „ . (4) The provisions of this clause shall not be .deemed to apply to a duly qualified medical practitioner who is. throughout the period during which his vehicle, locomotive or animal remains stationary, engaged in attending to a patient elsewhere than at his own surgery. The Boundaries. The first schedule referred to is as follows: — All that area of the City of Wellington bounded by a line commencing from the intersection of the southern boundary or Plrie Street with the eastern boundary of Kent Terrace, thence eastwards along the southern boundary of Vivian Street to 1 the junction of its continuation with the western boundary of The Terrace, thence northwards along the western boundary of The Terrace to its junction with the continuation of - the northern boundary of Bowen Street, thence eastwards along the northern boundary of Bowen Street and of Bambton Quay to the junction of the latter with the continuation of the northern boundary of Bunny Street, thence eastwards along the northern boundary of Bunny Street to the junction of its continuation with the eastern boundary or Waterloo Quay, and thence southwards along the waterfront and the eastern boundary of Jervois Quay to its junction with the'northern boundary of Wakefield Street, then eastwards along the northern boundary of Wakefield Street to the junction of its continuation with the eastern boundary of Oriental Parade, thence southwards along the eastern boundaries of Oriental Parade and Kent Terrace to the point of commencement.

Councillor R. Semple said the clearing of the busy part of the city of allday parking was essential. The present by-law was a modification of that previously before the council. It would not Impose the same hardship as the original proposal Councillor W. A. Appleton thought there would be undue hardship if parking were not allowed for more than one hour anywhere in the area between Bowen Street and Vivian Street. He suggested that it would be better if the zonal system applied the area originally suggested for half-hour parking. It was a somewhat narrow strip and extended, he believed, from Woodward Street to Ghuznee Street. He did not think the council would be justified in bringing in the whole zonal system. He moved as an amendment that onehour parking apply to the area originally contemplated as tlie half-hour parking zone. The amendment, which was seconded by Councillor W. Duncan, was carried.
