BALFOUR NOTE Demand for Revision Hinted By Telegraph—Press Assn. —Copyright. (Rec. December 14, 11.5 p.m.) London, December 14. “If America does not relieve the burden on Britain, the Government may have to amend the Balfour Note and demand a revision of the debt-fund-ing agreement,” states the diplomatic correspondent of the “Daily Telegraph.” “Britain’s payments from France have been reduced by the fti.ll in sterling from 1,550,000,000 to 1,062,000,000 francs. It is obviously unfair that France should be repaying America 50 per cent, of her debt while Britain is repaying 80 per cent. It is a matter for gratification that the first hint of revision should come from America.” PAYMENT IN SILVER Washington, December 13. Senator Smoot, chairman of the Senate Finance Committee, informed President Hoover yesterday that he would introduce a Bill on Monday to permit the payment of foreign debts in silver at market value.
