RUGBY REFEREES
Meeting of Association A meeting of the Wellington Rugby Referees’ Association was held in the Returned Soldiers’ Association rooms, Brandon Street, recently, when there was a good attendance of members. The president, Mr. D. Calcinai occupied the chair. One new member was elected, and four new proposals were received. Mr.. J. Scott, * senior referee of the association, was granted a transfer to the Hastings Rugby Referees’ Association, where he now resides.
Among the most important questions which came before the meeting were rulings on the game that came to hand from the New Zealand Rugby Union, and were as follow: —
“That the player placing the ball in the scrummage may indicate when the ball is going into the scrummage.” In relation to the pass-forward and an off-side player, the following rule is given : — “If in the opinion of the referee rhe forward pass is deliberate, a penalty kick should be awarded, but if not deliberate, a scrummage should be awarded.” It was also ruled: — “That in the case of a pass forward, the scrummage should be awarded and not a penalty kick against the off-side player who takes the pass.” It was reported that the Strand Park playing grounds Nos. 2 and 3 were not in very good condition, and required attention, and it was suggested that the grounds at Randwick and Waiwotu might be used.
