Enforced in England FITNESS ESSENTIAL Penalties Nearly Double “HOGGING” IS AN OFFENCE By Telegraph—Press Assn.—Copyright. (Rec. December 1, 5.5 p.m.) London, November 30. The first part of the new motor laws come into force throughout England on Monday. They are as follow:— Applicants for driving licenses must sign a declaration as to their physical fitness. Absolute bars to obtaining a license include epilepsy, giddiness, fainting, and inability to read a car numberplate at 25 yards. The age for motor-cyclists is raised to sixteen years. Careless driving becomes a new offence with a distinction from dangerous driving. It Consists of “driving without eare or reasonable consideration for other Users of the road.” Penalties are virtually doubled. Pillion rldfers must Use an approved seat and fide astride, two only on a solo motor-cycle. Joy-riding, which is the old terhi for car-stealing, is now a punishable offence. The speed limit will be abolished from New Year’s Day.
