United States Quotas HOOVER’S NEW OPINION Washington, November 25. President Hoover stated to-day that he thinks more selective and flexible Immigration laws will be needed. The President’s views generally agree with those announced by Senator Reed, of Pennsylvania, who proposed the stopping of all immigration from both quota and non-quota countries.
