Leygues, Minister of Marine, aanounced at the Cabinet Council that new separate squadrons had been organised for stationing in the Pacific and Indian Oceasn, off the west coast of America and in West Indian watcur A flying squadron, consisting of three new cruisers of the Duquesne type, has also been created.

The announcement, coming on the eve of the London Conference, is believed to indicate that France will insist on these ships as necessary protection for her colonies, and will hold that they cannot be considered as part of the quota allowed her if parity with Italy is demanded.
