CONFLICT OF RED LEADERS
METHODS OF CHIEF OF OGPU DISAPPROVAL OF STALIN AND LITVINOFF Riga, December 30. A conflict lias arisen between JI. Litvinoff, Foreign Commissary, and JI. Jlenzhinsky, Chief of the Ogpu, who has announced his determination immediately to search the houses of business men and also the dwellings of all foreigners in Jloscow, Leningrad, and other centres. Litvlnoff is trying to persuade Stalin that Menzhinsky’s misguided diligence is most, inopportune when the Soviet is attempting to improve relations with Foreign governments. Stalin, according to report, shines Lilvinoff’s opinion, resulting in the likelihood of tlie resignation of Jlenzhinsky, which would enable Stalin to reorganise the Ogpu and curtail its powers, which would be impossible if Jlenzhinsky remained.
