TO APPLY TO FOREIGNERS DECISION OF NATIONAL COUNCIL ' . Shanghai, December 27. All foreigners residing in China a.t 'present enjoying extraterritorial privileges after January 1 will be subject to laws promulgated by the Chinese Government, according to an announcement issued by the Foreign Minister, Dr. Wang. The decision, which was long anticipated, was reached in an emergency meeting of the Central Political Council, which decided to issue an official mandate abolishing extraterritoriality, though it was previously acknowledged by Dr. Wang that it was impossible to enforce until the Powers agreed to the principle. LOSSES IN DISPUTE WITH SOVIET Shanghai, December 28. Mukden officially estimates the Chinese losses in the Sino-Soviet dispute at ten thousand killed. The monetary loss is given as equivalent to ten millions sterling. These figures represent the directly ascertainable losses. It is believed that Manchuria suffered many times more indirectly.
