AGREEMENT FOR MUTUAL GUARANTEES MEDITERRANEAN POWERS QUESTION RAISED BY FRANCE / (United Press Association.—By Electric Telegraph.—Copyright.) (Rec. December 27, 8.55 p.m.) Paris, December 26. The text of the French Government’s Memorandum has been, communicated to the Five Powers. After reference to the importance of sea communications to both Great Britain and France, it asks: “Is it possible for the Mediterranean Powers to arrive at an agreement for mutual guarantees of nonaggression, in which other Powers not represented at the Naval Conference, notably Spain, would be represented?” MR. MACDONALD PREPARING FOR CONFERENCE (Rec. December 27, 7 p.m.) London, December 26. A message from Elgin says that Mr. Ramsay ‘ acDonald has stated that he will devote his entire mornings to work in connection with the Naval Conference during his stay at Lossiemouth.
