NEGRO AND WHITE MAN
Washington, being neither North nor South, but District of Columbia and the Federal capital of the United States, became the “Nigger’s Heaven,” and it it remains so to this day. In the tramcars of Washington the negro takes his seat by the white man. But let him cross the Potomac River in that tramcar into the Southern State of Virginia and he must get out and ride in the “Jim Crow” car attached to it for the exclusive use of negroes.
