WELCOME BACK TO ENGLAND STATEMENT ON VISIT TO AMERICA (British Official Wireless.) Rugby, October 31. When the Prime Minister arrives at Liverpool to-morrow in the Canadian Pacific steamer Duchess of York, he will proceed direct to a special train awaiting him, as he wishes to arrive in London before 1 o’clock. The Lord Mayor of Liverpool sent a wireless message to the Prime Minister, inviting him to a luncheon of welcome, but Mr. MacDonald replied regretting that he was unable to attend, as he wished to leave Liverpool before 8.30. The Lord Mayor and the Earl of Derby will therefore greet Mr. MacDonald informally. Mr. Snowden, Acting-Leader of the House of Commons, stated to-day that it had been arranged that the Prime Minister should make a statement on his visit to the United States and Canada next Tuesday. After the Prime Minister’s statement had been disposed of the House would consider a motion in. the name of the Foreign Secretary concerning the resumption of normal diplomatic relations with the Soviet Government.
