Photostatic copies of what is purported to be a secret British document were given to members of the Senate Investigation Committee by William Shearer during the examination into his activities on behalf of American shipbuilders at the Geneva Naval Limitations Conference.

Senator Allen questioned the authenticity of the so-called British paper. Shearer said the document was signed by Sir William Wiseman, who, he claimed, was head of the British Secret Service in the United States during the war. Later a telegram from Sir William Wiseman, describing the document as a "clumsy, absurd forgery,” was received by the chairman, Senator Shortridge.
