Mahmoud Pasha has telegraphed an appeal to the Egyptian people announcing that, after long and difficult negotiations, he has succeeded in obtaining proposals for an Anglo-Egyptian settlement on the basis of a friendly, mutual understanding. He found the British Government sincerely anxious to meet Egyptian hopes and aspirations so long as they were compatible with the protection of the Suez Canal and other British interests. “I believe that if the proposals are examined in the spirit of enlightened patriotism, they will be found to far exceed former proposals.” EXAMINATION OF PROPOSALS COMPLETED EGYPTIAN PREMIER GOING TO PARIS (British Official Wireless.) Rugby, August 8. It is announced that the Foreign Secretary, Mr. Arthur Henderson, this morning had a final interview with the Prime Minister of Egypt, Mohammed Mahmoud Pasha, and reported to him that the Cabinet Sub-Committee had completed its examination of the proposals for a lasting and honourable settlement of the Anglo-Egyptian question. The- text of the proposals will be published in a few days. The Egyptian Prime Minister, who has been in London for the last few weeks and has during that time had many conversations at the Foreign Office, is leaving London on Monday on a short visit to France. He expects to return to Egypt towards the end of the month. PROPOSALS TO BE SUBMITTED TO DOMINIONS (United Service.) London, August 2. The “Sun-Herald’s” political correspondent understands that Britain's draft treaty regarding Egypt, or proposals to that end, as officials prefer to call them still, will be submitted to the Dominions next week. Mr. MacDonald has already examined and approved them. They will be forwarded to Egypt as soon as all members of Cabinet have examined them.
