Sir, —In the report of the Fanners’ Union Conference, it is stated that I said there was too much “dilly-dallying” in connection, with the raising of loans on stock. Perhaps I should have said “a deplorable loss of time.” I notice the Public Trustee takes exception to my statements in a later issue. What I want to point out is that the applicants want the money, by a certain time, and are left in suspense while waiting for a reply from head office. The Public Trustee says that sometimes applications are referred back for further information. I can assure him that each case is carefully considered by our board before it is sent on to head office, and all Information is then given. Also, an independent report is sent by the local supervisor, who is also the local Public Trustee. Our association directors comprise two chairmen and two directors of dairy companies, with the local Public Trustee who acts in the capacity of chairman and supervisor. Now, Sir, I can bring circumstantial evidence to prove that this “referring back” has compelled several applicants to get their money elsewhere, because they had to have their transaction completed by a certain date, and could only wait so long and no longer. Other associations have had similar experiences as Mr. C. C. Jackson, of Wairarapa, said that the matter had been taken up by Mr. W. J. Polson, M.P., and that the Minister of Finance had given an assurance that applications would be expedited. I realise the business is a new one, and improvements will come with experience, and I hope that this controversy will do something to improve the working of the association.
