PROPOSED ARRANGEMENT FOR PALMERSTON LETTER FROM MR. KISSEL Dominion Special Service. Palmerston North, June 10. A report from Mr. F. T. M. Kissel, chief electrical engineer ot the 1 üblic Works Department, in connection with the pronosal that Palmerston North purchase all its power irom the ManawatuOroua Power Board, was tabled at a meeting of the board this afternoon Mr. Kissel had been asked to mediate between Board and Palmerston Bor°UMrCKissel’ stated it was agreed that the* present contract price for bulk supply froth the board to the borough ot the Government rate, plus £3OO per annum, was not giving an adequate return to the f , board, considering all the factors. “I am of the opinion that, based on a contract between two authorities of an order of 2000 kilowatt, a reasonable pride would be £lO ss. per k.v.a. of maximum up to 200 k.v.a, £8 ss. per k.v.a. of a maximum demand from 200 k.v.a. to 1000 k.v.a, and £B4 per k.v.a. maximum from 1000 k.v.a. upwards, be said. In view of the fact that the Power Board s own contract with this Department does not provide for more than 2400 k.v.a. it does not seem reasonable for the board to contract with the borough for more than the amounts stated above, unless the whole question of the contracts with both bodies is completely reviewed. This also of course, affects the question of whether or tot the borough takes the whole of its supply from the board. I liave arranged to go into this matter further on receipt of certain information which the district electrical engineer at Shannon is collecting from his records and those of the Palmerston North Borough Council, and I will advise you further in this matter in about a fortnight s 'pending Mr. Kissel obtaining this information, the board held the matter over. -
